I want to take a PDF form and find common questions that may be worded the same or asking the same thing but worded different and put them in one survey. Then I want to put uncommon questions in another survey and do that for every entered form.

I think this would be the right quantum computer application because some questions are similar within a certain percentage. Has anyone used quantum algorithms for simply data entry? Finance has the most to gain from efficient form processing.
